Each actor claims the paths it is about to touch. Conflicting work is refused before it starts, whether or not the agent knows Claims exists, and the Git land gate keeps a conflicting change off protected branches.
The claim belongs to the repository—not to Claude, Codex, or any one harness—so a mixed team gets the same protection everywhere.

Agent Claims is a coordination system, not merely an MCP server. MCP gives compatible agents an early interface to its claims; the CLI, arbiter, and Git enforcement protect the repository independently.
